To find the right solution to this problem, Forge reviewed many alternative ways to make development more efficient and affordable (prefabrication, affordability by design, greater log coverage, etc.). This process uncovered an underutilized planning code designation Group Occupancy. The Group Occupancy designation allows for greater flexibility and innovation in development by relaxing some of the traditional restrictions. Forge decided to use this innovative housing designation as a springboard to create the Essential Housing they envisioned for the city of San Francisco. A multi-year development and outreach program ensued to develop the optimal project concept. Consultations with potential partners and input from community leaders and residents was key to this process.

In 2015 Forge partnered with Panasonic (and its Denver-based CityNow group) and IBM/Watson in a community-based Ideation process. Some 30+ stakeholders explored the idea of how to make the community living and management experience more innovative and efficient while meeting the economic and financing requirements. We embraced true Affordability by Design on behalf of the "forgotten middle".
